Hmm... In my opinion that is a vBulletin plugin so in order to that you must either have a vBulletin forum installed or find a similar mod for the kind of forum that you use. You may also include a java script of some sort that will do that in the footer of the page.

Shoutbox are working with some kind of scripting. Most of them using MySql also. To get a good shoutbox, you need to install the plugins or mods relating to the forum.

We can't make shoutbox with pure HTML..

There are some shoutbox providing scripts available. Search them and install them with your forum. That is the best option you have.

Just learn SEO techniques. Google Analytics is the best free traffic statistics provider. You can use that to monitor your traffic..
