normal image with a metallic layer?

about 2 years ago I used a not so well known software and one of its effects/filters could turn a normal image into a 3d/metalic image like this but I dont think this was it, can any software you know of turn a normal image into a metalic effect. Most apps only have that crome type effect which is metalic but not color for color, just silver, I want to know how to do it color for color.

Just like this cloud effect was it warps and makes the image metallic, color for color!

Hey,
Photoshop CS3 filters should give you that look your after if you get some plugins for it.
you can find lots on the net within google search for free photoshop plugins.
